Hi Festus, I used the loop side of the Velcro to silence the rattling which works great. I too lined the bottom and sides with magnetic strips but didn’t really workout for me, I found small magnetic discs at Home depot and used gorilla glue to stick them to some of the tools and that worked great.

What do you have lining the bottom of the box? I made a small rachet driver and bits kit out of an altoids type tin. I found some magnetic sheet with glue on one side, and cut it to fit the bottom of the tin. It does a great job of keeping the bits in place. I can turn it upside down and the bits all stay in place.
